first of all, you need to be certain of a few things.
are you satisfied with the handling of 40d body? Size fits or too big, if you like 40d body, then 550d will be too small for you.
are you satisfied with 40d iso 1600 (3200 hi)? 550d in this case will definitely provide better noise control.
do you like video capture?
If the above mentioned doesn't bother you, then no need to bother for a change/

However, if you could sell your 40d for more or less 4k-4.5k. Then spending 2k for a change is acceptable, ultimately subject to what you want.

Thanks for your advice.  Actually I like the body of 40D as my hands are big.  550D body is too small for me, so i need to add vertical grip if i buy it.

I don't satisfy 40d's iso 1600 or above performance.

Very difficult to decide.  Might keep it until full frame body's price reduced below $10k

FF body price less than 10k = 2nd hand 5d which is selling between 8.5k to 9.5k only.
for me, i will choose 550d.
